PG Environmental, LLC (PG) is a Virginia-based
corporation formed by James Parker and Wesley Ganter,
formerly of SAIC and Tetra Tech, Inc. PG’s founders have
supported the U.S. Environmental Protection Agency (EPA),
state environmental protection agencies, and the U.S.
Department of Justice (DOJ) for their entire professional
careers.

PG's Founders
Mr. James Parker has more than 29 years of experience and his
training is in environmental science and engineering, with an
emphasis in industrial and municipal wastewater treatment and
control and water resources protection. He also has a background in
developing and overseeing federal, state, and local environmental
regulatory programs, with particular emphasis on the National
Pollutant Discharge Elimination System (NPDES) permit program. He
has served as an instructor for the NPDES Basic Permit Writers
Training Course for over 18 years. Mr. Parker has expertise in all
facets of the permitting program including technology and water
quality-based permitting, control of wet weather discharges
(combined sewer overflows, sanitary sewer overflows, and storm
water), watershed-based permitting and effluent trading. Mr. Parker
also has extensive experience in performing cost studies in support of
regulatory impact analyses for water quality regulations.
Mr. Parker holds a B.A. in Environmental Science and a M.S.
in Environmental Science and Engineering.
Mr. Wesley Ganter has more than 17 years of NPDES program
experience specializing in compliance and enforcement.
Throughout his career he has supported EPA and DOJ by
conducting routine and event driven inspections, managing
and training teams of inspectors, supporting wastewater,
storm water, collection system and wetlands enforcement cases, and
providing expert witness testimony. Mr. Ganter has extensive expertise
providing oversight of Phase I and II municipal storm water programs.
He previously managed a staff of approximately 30 inspectors that
cumulatively conducted more than 3,000 NPDES inspections since 2001.
Mr. Ganter has extensive experience with web-based compliance tools and
the effective use of Geographic Information Systems (GIS) in
the preparation of trial exhibits. He is an accomplished public
speaker and trainer, having led countless training activities over
his career. Mr. Ganter is responsible for leading all technical
compliance and enforcement support provided by PG.
Mr. Ganter holds a B.A. in Environmental Conservation and a
B.A. in Economics.
